Our Leadership
Rudi Costa
Director / Owner
Founder of APPS and a driving force behind its growth, Rudi oversees strategy, finance, and partnerships. With a background in quantity surveying, business development, and finance (BCom – Wits, MBA – Gannon University), he ensures APPS maintains stability, quality, and innovation across every project.
His leadership is rooted in teamwork, resilience, and turning challenges into opportunities — principles that have shaped APPS into one of Mozambique’s most dependable construction partners.
Arsénio Vilanculo
E&I Manager
With over 20 years of experience in electrical engineering across mining, power, and industrial sectors, Arsénio leads APPS’s Electrical & Instrumentation division.
He oversees installations, commissioning, and system integration, ensuring compliance and operational efficiency for clients like Vale and Vulcan.
A mentor and hands-on leader, he empowers teams to deliver safe, precise, and reliable E&I solutions across Mozambique.
Dail da Silva
Finance Manager
Since 2017, Dail has strengthened APPS’s financial systems, ensuring transparency, compliance, and stability. With 17 years of experience across multinational projects, including senior roles at Bombardier Transportation SA and Kentz Mozambique, she manages budgeting, cash flow, tax, and audits.
Her leadership combines discipline with strategic insight, ensuring APPS operates efficiently and sustainably in every region we serve.
Andrew Abing
Site Manager
A seasoned construction professional with 19 years in oil & gas, chemical, and mining projects, Andrew brings technical depth and on-site leadership to APPS.
He has successfully delivered projects such as Dedicated Flotation Plants 1 & 2, the Thermal Coal Project, and multiple plant maintenance programs for Vale and Vulcan.
Andrew is known for his proactive communication, precision planning, and ability to lead large multidisciplinary teams to exceed client expectations.
